I went through this file. My moms' residence since she received PR card is 10 years. But when you are filling up the forms you have to list all the absence periods if they are bigger than 6 month. My mom does have such an episode.
The same as for Citizenship, I assume.
Do you know where it is written that absences do not matter?

Things happen. My mom has been in Canada physically 9 years from 10. That's it. We can apply next year. But if there is something to apply now?

I looked through this chart many times. But I am not getting to part B until I complete part A. And for part A i am not qualified, I assume, as she has been absent from Canada for about 1 year (8 month) during this 10 years period.

А что, собственно, нужно делать?

Я так понимаю, 10 лет -- это минимальный период в течении которого вы обеспечиваете спонсируемых. Но, это не значит, что вы обязаны прекратить их спонсировать после 10 лет. Если вы хотите продолжать так и дальше, то, мне кажется, можно ничего не делать и никуда об этом заявлять.

Просто договор спонсирования из правовой области переходит в область совести.

Совесть тут причем? Они 10 лет отспонсировали, пусть теперь государство спонсирует. Совести нет у тех, кто установил такой драконовский лимит для пожилых людей. 10 лет еще прожить надо в таком возрасте. Понятно, что государство надеется на то, что не доживут. Но уж если так случилось, что дожили - будьте добры, уважаемое государство, берите обеспечение на себя.

Да мы живем вместе и деньги у нас общие. Но вы представляете как чувствует себя мама? Она хотела бы тоже что-то получать, если, конечно, можно. Я, собствено, уже неделю пытаюсь к ним дозвонится, чтобы разобраться. Расскажу, когда вопрос решится. Спасибо.
